Rebecca Milbury

Rebecca Milbury is a people strategy executive with nearly 20 years of experience leading and scaling organizations, primarily within the life sciences industry.

Rebecca joined Ipsen as Head of Human Resources for North America and Global Product & Portfolio Strategy (GPPS) in 2026. Prior to joining Ipsen, Rebecca served as Chief People Officer at BlueRock Therapeutics, where she helped guide the company through a period of rapid scientific and organizational growth while strengthening leadership capability and culture. Previously, Rebecca built and led the HR Business Partner and HR Operations functions at Foundation Medicine, supporting the company’s expansion into a multi-product organization of more than 1,700 employees. She has held leadership roles across talent strategy, organizational development, and employee engagement, partnering closely with boards and executive teams to build high-performing, mission-driven organizations.

Prior to her roles within corporate HR, Rebecca spent her early career in political campaign management and general management. She holds a Bachelor’s degree in Political Science from Northeastern University.
